Dual Voltage Regulator Question

I have a 100AMP dual voltage regulator that didn't have anything wired to the +14 VDC side (yellow washer) and when the engine is running i can't seem to get any power off that lug.

Any suggestions?

Hook it to the + on the rear battery.

It will put out power when hooked to the battery.
