Identify Ben Hur parts

Identify Ben Hur parts
What are these things and what do they do? On top of the springs, on top of the spring anchor plate. Bolts went through the thin metal (partially gone) but I can see no purpose for them. Help! Thanks Al Hansel

My thought has always been to keep water from puddling in the recess in the spring plate for the center bolt and rusting it out. Very optimistic for a trailer with a 3 week life expectancy.

Maybe they originally had rubber bonded to them as axle bump stops????
