Bomb truck. I have a friend who has three of them. I'll get more info from him and post again. The most interesting one he has came off a horse racing track used to pull the starting gate. It has been shortened and a boom added. The windshields fold down to allow driving under wings.

In my opinion the guy is reaching for the moon a little bit. I wouldn't pay more than $2K, and it would have to be running AND stopping under its' own power. The correct equipment to return it to a proper bomb service truck may be a little challenging to find. I would suggest looking at the other threads here that involve Ford GTB's and hook up with that crowd. They can be very helpful.
