Transmission Cushion attaching hardware

3/8" self locking nuts are used in securing the cushion pad to the cross member and the transmission attaching plate. Are the self locking nuts used on top of the attaching plate or the underside of the cross member? I believe on top but I've been wrong before. Thanks in advance.

Bolts go up thru the transmission cross member, lock nuts and flat washers are on top.
